Most of the banner GIFs appearing on this site are based on the concept of layering a selected word phrase GIF directly on top of a selected banner background GIF with the result appearing as a single unit. This is done by giving the word phrase a transparent background with the same dimensions as the banner background and then offsetting that word phrase so that it ends up on top. Here's an example:
